EMC will Appeal the Decision to the Supreme Court
On May 14, 2008, Khatai District Court announced its verdict regarding the Ministry of Justice’s appeal to revoke the Election Monitoring Center’s (EMC) registration and annul the organization. Judge Tofik Pashayev’s decision was in favor of the Ministry of Justice, and he demanded the immediate revocation of EMC’s registration. EMC’s countersuit against the Ministry of Justice was denied.

On May 5, 2008, Khatai District Court held a preliminary hearing regarding the Ministry of Justice’s appeal to revoke and annul the Election Monitoring Center’s (EMC) registration. Judge Tofik Pashayev presided over the hearing. By attempting to revoke EMC’s registration, the Ministry of Justice is signaling that the 2008 presidential election will not be transparent or open.”

This survey was conducted through EMC’s The “Learning the Will of Voters” program was implemented in 25 election districts in Baku, Ganja, Shaki, Jalilabad, Khachmas, Goychay, Yevlakh, Sumgait and Imishli. The survey was conducted among EMC Citizen Hour participants.During Citizen Hour meetings, EMC promoted discussion about local and national problems. In total, 1,374 local constituents participated in EMC Citizen Hour meetings.The “Local and National Problems and Citizen Activities” survey was designed to gauge Citizen Hour participant opinions about government institutions and citizen activism in the public sphere.
28/02/2008 On January 31st, EMC held a press conference to present the results of its 2006-2007 “Active Citizen – Responsible Government” program
  The “Active Citizen – Responsible Government” program was designed to study and strengthen the relationship between Parliament and citizens and encourage citizen participation in public policy formation and local governance. During the program, EMC hosted 15 Town Hall Meetings in nine election districts. In total, 700 local constituents (467 men and 233 women) participated in these meetings. EMC monitored the Milli Majlis’ legislative initiatives during the Fall 2006, Spring 2007, and Extraordinary Sessions. Through this monitoring initiative, EMC identified the MPs that most actively defended their constituents’ interests and worked to solve national problems.
28/02/2008 EMC held Citizen Contact Group Capacity Building Seminar
  On February 1st, the Election Monitoring Center (EMC) organized a Capacity Building Seminar for the Citizen Contact Group leaders through EMC’s “Improving Members’ of Parliament Responsiveness to Their Constituents’ Needs" program.MC’s Capacity Building Seminar prepared coordinators and representatives for Citizen Contact Group formation and cooperation.
28/02/2008 Election Monitoring Center representatives attended the “Europe and Eurasia Young Political Leaders” seminar in Serbia
  From December 5th-9th, EMC’s Executive Director, Anar Mammadli, and EMC’s Media and Public Relations Manager, Sabina Shabanova, participated in the third annual "Europe and Eurasia Young Political Leaders” seminar held in Serbia with the support of the National Democratic Institute and the International Republican Institute.
28/02/2008 On November 30th, EMC hosted an organizational meeting for the Shaki Citizen Contact Group
  (which represents the following election districts: Shaki City ConEC #113. Shaki first ConEC #114 and Shaki second ConEC #115). EMC helped found this Citizen Contact Group through EMC’s "Improving Members’ of Parliament Responsiveness to Their Constituents’ Needs" program.

  The meeting was held through EMC’s “Learning the Will of the Voters” program.
